📌 Deadlines for Titling & Registration

You must apply for a new title and register your vehicle within 30 days of purchase (new or used). Otherwise, a penalty fee may apply.
If you move to Delaware with a car from another state, you have 60 days after establishing residency to title and register the vehicle.

🧾 1. Proof of Ownership

To title the vehicle in your name, you’ll need:

Out-of-state title signed over to you or Manufacturer’s Certificate of Origin (MSO) for new vehicles.
Bill of sale — especially for private transactions; this shows date of sale and purchase price.
Odometer reading/disclosure (often included on the title).
Lien information (if the vehicle is financed).

All signatures on titles and forms must be original — photocopies are not accepted.

🛂 2. Identification & Residency

Bring:

Your valid driver’s license or other photo ID. If you don’t have a Delaware driver’s license yet, you may need two proofs of Delaware residency.
If you recently became a resident, you’ll typically also need your out-of-state title/registration.

🚘 3. Insurance Requirements

You must have Delaware auto liability insurance from a company licensed in the state. Registration won’t be issued without proof of insurance.
Carry the insurance card with you at the DMV.

🛠 4. Vehicle Inspection / VIN Verification

Before the DMV will issue a title or registration:

Your vehicle must pass a Delaware vehicle inspection (safety and emissions) or at least a VIN inspection for some used or out-of-state vehicles.

Exceptions may apply for certain new vehicles sold by dealers.

💵 6. Taxes

Document tax: A state document fee (~5.25% of sale price or trade-in value, whichever is higher).
Late fees: If you miss the 30-day titling deadline or residency deadline.

Dealers typically collect and submit taxes and fees on your behalf when you buy from them.
