🚗 1. Proof of Ownership (Title Requirements)

New Vehicle (from a dealer)

• Manufacturer Certificate/Statement of Origin (MCO or MSO)
  — this shows you own the vehicle.
• Title paperwork is typically prepared and submitted by the dealer.

Used Vehicle (Private Sale)

• Current title signed and assigned to you by the seller.
  — The seller must complete the assignment section and include the odometer reading.

Out‑of‑State Vehicle

• Present the out‑of‑state title or proof of ownership.
• You must surrender the out‑of‑state title when applying for a PA title.

📝 2. Proof of Identity & Insurance

To title and register your vehicle you must bring:

• Valid Pennsylvania driver’s license or state ID
• Proof of Pennsylvania auto insurance
  — Insurance must be active at the time of registration.

💰 3. Sales/Use Tax

• Pennsylvania charges sales tax when titling a vehicle.
  — 6% standard rate
  — 7% in Allegheny County
  — 8% in Philadelphia.
• If you already paid sales tax to another state (e.g., moving into PA), you may qualify for credit/exemption if you owned the car long enough and meet certain rules (see PennDOT for details).
• Reciprocal state with CA
• If lease vehicle paid monthly

🪪 4. Vehicle Identification & Inspection

• VIN Verification — required for vehicles from another state.
• Safety & Emissions Inspection — must be completed within 10 days after purchase before final registration is issued (unless the vehicle already has a valid inspection sticker).

🚗 5. New Residents & Out‑of‑State Titles

If you move to Pennsylvania, you must:

• Apply for a Pennsylvania title and registration within 20 days of establishing residency.
• Out‑of‑state title and proof of PA insurance.
• Complete Form MV‑1 with and pay taxes/fees.
