🚗 1. When to Apply

Residents must register vehicles they own and operate within 60 days of purchase or establishing Vermont residency.

📄 2. Required Ownership Documents

🆕 New Vehicle (Dealer)

  • Manufacturer’s Certificate of Origin (MCO)
  • Registration/Tax/Title Application (Form VD‑119)
  • Odometer disclosure if vehicle is less than 10 years old (usually part of a bill of sale or VT‑005).

🚘 Used Vehicle (Private or Dealer Sale)

Properly assigned title
    • Seller must sign the back of the title (or other assignment section).
Bill of Sale & Odometer Disclosure Statement (Form VT‑005) (required for most private sales).
✔ Form VD‑119 – Registration/Tax/Title Application
✔ Payment for title, taxes, and registration fees.

📌 Vermont now generally issues titles for all vehicles at change of ownership, even older vehicles that previously didn’t require titles.

🏷️ 3. Identification & Basic Info

  • Valid photo ID (driver’s license or equivalent).
  • Odometer reading (part of VT‑005 or on the title form).
  • Proof of purchase price (bill of sale).

🔎 4. VIN Verification 

A VIN verification may be needed if the vehicle is coming from another state or if your documentation doesn’t clearly show the VIN. This is done by a designated DMV agent or law enforcement in Vermont.

🛡️ 5. Insurance 

Proof of Vermont auto liability insurance before registering the vehicle.

  • Minimum liability coverage: at least $25,000 injury per person, $50,000 injury per accident, and $10,000 property damage per accident.

💵 6. Taxes & Fees 

  • 6% of the purchase price + Document fee + accessories + add ons + etc
  • Trade in allowed
  • For lease transaction sales tax is calculated by the purchase price – residual value * 6%

🆕 7. Special Situations 

Out‑of‑State Vehicle/New Resident:
Out‑of‑state title and registration plus proof of sales/use tax paid; a VIN verification is often required.

Gifted Vehicle:
If the vehicle was a gift from a family member, you may be eligible for a tax exemption (Form VT‑014).

Older Vehicles (15+ years old):
Vermont historically didn’t title older vehicles, but as of 2024, titles are generally required at change of ownership, so follow the standard process above.
