The Employer Pull Notice (EPN) Program is a system managed by the California Department of Motor Vehicles. Its main purpose is to help employers monitor the driving records of their employees who operate commercial or high-risk vehicles.

Instead of employers having to check driving records manually, the DMV automatically “pulls” updates and sends notifications whenever there’s a change in an enrolled employee’s driving record.

When a company enrolls in the program, the DMV issues an EPN number.

This number:

• Identifies the employer in the DMV system
• Links all of the company’s enrolled drivers to the program

• Employ drivers with a Commercial Driver’s License (CDL)
• Operate vehicles in passenger transport (school buses, shuttles, transit)
• Have employees operating vehicles subject to federal or state safety regulations

This means it’s common for:

• Trucking companies
• Bus/shuttle services
• Delivery companies with CDL drivers
• Government agencies with commercial drivers

Even if a company doesn’t operate interstate, if it employs CDL drivers in California, it is typically required to enroll.

📋 How the Program Works

1. Employer enrollment – The company signs up for the EPN program with the DMV.
2. Driver enrollment – Each driver signs a consent form allowing the DMV to share their record with the employer.
3. Assign EPN number – The DMV issues the employer a unique EPN number.
4. Automatic updates – When an enrolled driver:
   • Receives a ticket or citation
   • Is involved in an accident
   • Has a license suspension, revocation, or DUI
     The DMV automatically sends a notice to the employer.

This helps employers maintain safety compliance and take timely action if a driver becomes unqualified to operate commercial vehicles.
