A NY HUT Permit (Highway Use Tax Permit) is a credential required to operate certain heavy vehicles on public highways in New York. It is issued by the New York State Department of Taxation and Finance.

New York charges a Highway Use Tax (HUT) on heavy vehicles for the privilege of using its roads.

The HUT permit:

  • Registers your vehicle for the tax
  • Allows you to legally operate in New York
  • Tracks miles driven in the state for tax reporting

📦 Who Needs a NY HUT Permit?

You generally need it if your vehicle:

  • Has a gross weight over 18,000 lbs, OR
  • Has a gross combined weight over 26,000 lbs, OR
  • Is a truck with 3 or more axles

This applies to:

  • New York-based carriers
  • Out-of-state carriers entering New York
  • Interstate and intrastate operations

💰 How the Tax Works

  • Based on miles driven in New York
  • Filed quarterly (in most cases)
  • Separate from IFTA (fuel tax)
  • Separate from IRP (apportioned plates)

Even if you already have USDOT, MC authority, IRP, and IFTA, you may still need a NY HUT permit.
