UCR stands for Unified Carrier Registration.

The UCR permit (not really a “permit” in the paper sense) is an annual registration that motor carriers, brokers, freight forwarders, and leasing companies must file if they operate in interstate commerce in the U.S.

It’s basically a yearly fee that helps fund state enforcement of trucking safety regulations.

No decal, no plate — just proof that you paid and are registered.

Who Needs UCR?

You must file UCR if you:

  • Operate in interstate commerce (cross state lines or haul interstate freight)
  • AND you are one of the following:
    • Motor carrier (for-hire or private)
    • Broker
    • Freight forwarder
    • Leasing company

This applies even if:

  • You have one truck
  • You only cross state lines once per year
  • Your vehicle is under 26,000 lbs
  • You’re running cargo vans or pickups

UCR is about interstate activity, not vehicle size.

Who Does NOT Need UCR?

You generally do not need UCR if:

  • You operate only intrastate (within one state)
  • You’re exempt from FMCSA authority
  • You only transport exempt commodities and never cross state lines

How UCR Works

Register Once Per Year

UCR is filed annually.

  • Covers the calendar year (Jan 1 – Dec 31)
  • Must be renewed every year
